Questionnaire for Customs and Revenue Authorities on their Tax Stamp Systems

The second edition of "Tax Stamps: A Technical Analysis and Market Report" - will be published in late 2011.

We need your to help ensure it will be valuable tool for customs and revenue authorities worldwide.

Although more tax stamps are produced every year than any other security-printed item except banknotes, it was only in 2007 that the first authoritative tax stamp report came out, published by Reconnaissance International.

The report examines the entire tax stamp environment, including usage by region and country, growth factors and production techniques. In particular, it includes country case studies describing tax stamps in practice, as well as a list of stamp usage figures on alcohol and cigarettes in over 170 countries.

For the second edition of the report, we will expand this list into a full profile for each country/state, covering:

• Reasons behind the country/state's adoption (or non-adoption) of a tax stamp regime
• Benefits and disadvantages experienced so far
• Nature of the stamp itself: how it is applied, printed, secured, coded
• Track and trace systems relating to the stamp
• Products on which it is applied (which may be other products than alcohol and tobacco)
• Current and projected stamp usage
• Stakeholders involved (eg, the printer, the main contractor)
• Legislation and enforcement

We believe these extensive profiles will be of great value to governments who are considering developing their tax revenue collection regimes through tax stamps. Furthermore, the profiles will form the foundation for the entire report, so it is essential they be as complete and up-to-date as possible.

And for this, we need your help, as the authority responsible for tax revenue collection in your country or state.

We have compiled a questionnaire of - mainly - multi-choice questions that we would like you (or someone designated by you) to fill in. It is being sent to the revenue authorities of about 200 countries and states.
