Such an approach includes balanced tax rates that do not tip the scales towards illicit trade, and effective methods to ensure the collection of taxes due. This is the view of the International Tax and Investment Center (ITIC), an American non-profit research and education foundation, which serves as a global clearinghouse for good practices in tax and investment issues.
